LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, December 8, 2021 at 7:00 P.M.  The following persons were present: Mayor Mike Olson; Council members Kathy Bernstrom, Faye Potrament, John Stenquist and Brad Rice.  Also, present Anna Jauhola, Kittson County Enterprise.

Bernstrom moved to approve the November 10, 2021 Meeting Minutes, second by Potrament and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the December 2021 bills presented and other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2021 Rates Fees & Appointments Schedule.  Potrament moved to approve the bills, second by Rice and carried.  An abstract of bills will be posted with the minutes and are available upon request.

Potrament moved to accept American Rescue Plan (ARP) Funding allotments, the city has received 2021 payments of  $17671.45 and $ 578.69; with allotment in the same amounts to be received in 2022, for a total of $36,500.28; second by Rice and carried.

Rice moved to accept the 2021 Council per diems and any mileage, second by Potrament and carried.

Stenquist moved to allow the Liquor Store to submit the Application for a 1 Day Sunday Liquor On-Sale Liquor License, second by Rice and carried.

Bernstrom moved to approve payment to the Fire Chief for $1,500.00 and the Fire Department reporting clerk for $500.00, second by Potrament and carried.

Stenquist moved to Not Waive the Statutory Tort Limits as set by State Statute, second by Potrament and carried.

Mayor set Liquor Store Inventory for January 3, 2022 at 6:30AM.

Council reviewed 2021 fund reserve designations.  Stenquist moved to accept the designations as presented, second by Bernstrom and carried.

Rice moved to accept the 2021 audit quote of $6,050.00 from Gordon Dale, second by Potrament and carried.

Council reviewed the November 2021 City financial information.

Council received quote from Municipal Service Co, Inc for lagoon control structure repairs.  Zondagh recommends accepting the quote to remove & replace weir wall and gates - $22,850.00 and the quote to repair the outlet structure wall - $4,000.  Zondagh will get more information on the other 2 options presented.  Stenquist moved to accept the 2 quotes for the weir wall and outlet repair for a total of $26,850.00 and to use ARP-Covid funds for the project, second by Rice and carried.

Other items discussed:  parking on north side of 4th Street across from school, Skating Rink lights and  Community Center light.
