LANCASTER CITY COUNCIL PROCEEDINGS
The Lancaster City Council met for its Regular Meeting on Wednesday, July 9th, 2025 at 7:00 P.M. The following persons were present: Mayor, Kathy Bernstrom; Council members: Krista Matthew, Teri Halvorson, John Stenquist and Kevin Grabowska. Also present, Anna Jauhola with Kittson County Enterprise.
Matthew moved to approve the June 11th, 2025 Council Meeting Minutes, second by Stenquist and carried. A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.
The council reviewed the July 2025 bills and other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2025 Rates Fees & Appointments Schedule. One prior approved motion was adjusted for the Gazebo Mulch. Motion by Stenquist and second by Matthew to amend original approval as agreed not to exceed $450 to be updated not to exceed $650, due to actual invoice coming in at $640. Grabowska moved to approved bills and EFT’s, second by Matthew and carried. An abstract of bills will be posted with the minutes and are available upon request.
Property Sale City Resolution 2025-04, for the land sale to Steven Sjostrand, was reviewed and certified with a motion by Halvorson, second by Grabowska and carried. Resolution and Deed was later signed in front of a Notary and provided to the city’s attorney.
Cannabis Resolution 2025-05 reviewed and adopted with a motion by Halvorson, second by Stenquist and carried. This delegates authority to Kittson County for cannabis retail registration.
The council discussed Golf Carts and ATV rules and city ordinances as well as what other cities do. Council decided not to take action at this time and to post the ordinance in the Post Office and City Hall bulletin boards as a reminder to all in town of the rules.
Matthew moved to accept the Hallock FOE Hallock Eagles #2617 donation of $ 500.00 for the Fire Department, to be used for pagers, radios, safety gear, training, and new building, second by Halvorson and carried.
Matthew moved to accept the American Legion Post #214 Gambling Funds donation of $2,000.00 for the Lancaster Mural (which is now to be used to build a portable stage for future celebrations), second by Grabowska and carried.
Halvorson moved to accept the American Legion Post #214 Gambling Funds donation of $2,000.00 for the Fire Department to help with the cost of material for the new building, second by Matthew and carried.
An emergency purchase of a new garbage dumpster was approved June 12th with Bernstrom and Stenquist as Zondagh advised that the current one could no longer be dumped as it was so deteriorated and the lid was broken. Retroactive motion to approve purchase of a new 59 Park dumpster costing $1950.00 by Matthew, second by Stenquist and carried.
Matthew moved to accept the quote for $245.00 from PODCO, LLC, for a “No Smoking Beyond This Point” sign and numbers 1 through 24 campsite signs for the 59 Park, second by Halvorson and carried, with Stenquist abstaining.
No bids were received via mail nor dropped off for the acceptance of bids posting of the Beverage-Air Beer Cooler and Antique Safe. Grabowska said he would contact someone about the cooler that showed interest in it, and we could possibly donate the safe.
Council to review June & July City and Liquor Store financials during the August meeting.
Other items discussed: Audit proposal received from Hoffman, Philipp, & Martell, PLLC and we will see if we can obtain another proposal before the council makes a decision.
Matthew moved to accept $4,162.98 from Jerrol & Diane Peterson to the Fire Department to help with the purchasing of the overhead doors, with a second by Grabowska and carried.
Halvorson made a motion to accept a $90,000.00 donation from Fred Wilebski to the Community Center Debt Service Fund to help pay down the loan, second by Matthew and carried.
Stenquist moved for an additional payment to be made to USDA for Community Center Loan in the amount of $ 90,000.00, seconded by Matthew and carried.
Mayor closed the meeting as there was no further business for council
