LANCASTER CITY COUNCIL PROCEEDINGS    

The Lancaster City Council met for its Regular Meeting on Wednesday, May 11, 2022 at 7:00 P.M.  The following persons were present: Mayor Mike Olson; Council members Faye Potrament, Kathy Bernstrom and John Stenquist.  Luke Nordin was absent.  Also, present Anna Jauhola, Kittson County Enterprise.

Bernstrom moved to approve the April 13, 2022 Meeting Minutes, second by Potrament and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the May 2022 bills presented and other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2022 Rates Fees & Appointments Schedule.  Stenquist moved to approve the bills, second by Bernstrom and carried.  An abstract of bills will be posted with the minutes and are available upon request.

Olson discussed Street maintenance needs and having street sealing completed by Kittson County Highway Department.  Potrament moved purchase 6 loads of gravel for streets & alleys, second by Bernstrom and carried.

Council reviewed the city financials for April.

Casey Faken, Fire Chief; Tyler Swenson and Chris Johnson, Assistant Fire Chief’s met with the council to discuss increasing the Firefighters annual service credit amount.  Public Employees Firefighters Retirement Fund analysis was reviewed showing that the fund would be 147%  vested at the $1,000 amount; $1,100.00 135% vested and $1,200.00 vested at 125%.  Bernstrom moved to pass Resolution 2022-04 Opting to Increase the Benefit Level for Firefighters Who are Vested in the Statewide Volunteer Firefighters Plan to an annual amount of $1,100.00 per year for each full year of service, second by Potrament.  Voting in favor:  Bernstrom, Potrament and Stenquist; abstaining- Olson. Absent-Nordin.

Fire Chief requested to replace the steel on the western ½ of the meeting room roof.  Stenquist moved to approve the repair at a cost not to exceed $6,000.00, second by Potrament and carried.

Chief requested to replace the siding on the meeting room with brick and new siding.  Bernstrom moved to approve the repair at a cost not to exceed $22,000.00, second by Stenquist and carried.

Fire Chief also discussed an addition (22’ x50’) on the east side of the fire hall between the hall and the Podco building.   Materials are estimated to cost $31,905.04 not including cement and labor.  Chief said he would like to move forward with this in 2023.

Other Items discussed: Event License for Wojo’s Rodeo held during Heritage Days; Gazebo power washing and stain; Kittson County Fair donation request; summer hours at U.S./Canadian Border.
