LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, October 13, 2021, at 7:00 P.M.  The following persons were present: Mayor Mike Olson; Council members Kathy Bernstrom, Faye Potrament and John Stenquist.  Absent Brad Rice.  Also, present Anna Jauhola, Kittson County Enterprise.

Potrament moved to approve the September 8, 2021 Meeting Minutes, second by Bernstrom and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the October 2021 bills presented and other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2021 Rates Fees & Appointments Schedule.  Stenquist moved to approve the bills, second by Potrament and carried.  An abstract of bills will be posted with the minutes and are available upon request.

Assistant Fire Chiefs, Tyler Swenson and Chris Johnson were in attendance for review of the bids for the 1988 Chevrolet pickup.   5 bids were received with a high bid of $4,360.00 from Ron Davidson.  Stenquist moved to accept the bid from Ron Davidson for $4,360.00, second by Potrament and carried.

Assistants Fire chiefs discussed adding an additional water tanker and fire hydrants with council.

McFarlane Heating submitted new annual service contract for Community Center systems of $1,060.00.  Potrament moved to accept the quote from McFarlane for $1,060.00, second by Bernstrom and carried.

RP Motor Sports submitted a quote for necessary repairs to the Polaris Ranger in a range of $1,638.78 - $2,118.78.  Stenquist moved to accept the quote in an amount not to exceed $2,500.00, second by Bernstrom and carried.

Shannon Bowlin attended the meeting to review the 3rd Quarter Liquor Store Financials.  The Liquor store profit to September is $42,998.78.

Council discussed OSHA safety grant of up to $10,000 with 50% match.   Items of concern are Maintenance shop exit door; confined space entry equipment and clerk office exit door/secure window.  Council requests that quotes be obtained.

NW Regional Development Commission is working on possible Electric Vehicle charging station grant and is asking if cities are interested.   Council directed clerk to express interest in the grant and would also like more information on grant and additional costs.

Clerk presented 2022 payroll options for council to consider.

Council reviewed the September 2021 City financial information.

Council discussed traffic control at intersection 3rd St and MN Avenue.  Bernstrom moved to replace the Yield signs with Stop signs, second by Potrament and carried.

Bernstrom moved to allow the Lancaster Lions to place decorative lights in the Gazebo year round, second by Stenquist and carried.

Clerk reported that the 2020 census count for Lancaster is 364 persons an increase of 24 persons from 2010.

Other items discussed:  trimming to tree by Zion Lutheran Church stop sign; flood grant, loader, seeding to grass bare land in Lancaster Addition to Lancaster.
