LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, August 11, 2021, at 7:00 P.M.  The following persons were present: Mayor Mike Olson; Council members Kathy Bernstrom; John Stenquist, Faye Potrament and Brad Rice.  Also, present Anna Jauhola, Kittson County Enterprise.

Potrament moved to approve the July 14, 2021 Regular Meeting Minutes, second by Stenquist and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the August 2021 bills presented this night and any other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2021 Rates Fees & Appointments Schedule.  Stenquist moved to approve the bills  second by Potrament and carried.  An abstract of bills will be posted with the minutes and are available upon request to the clerk.

Olson reported that he had met with the Lancaster School board regarding the proposed high school regulation size ball diamond.  The school is still exploring fund sources at this time.

Council discussed 2022 budget.  Bernstrom moved to set the Preliminary General Fund levy at $110,000.00, second by Rice and carried.

Rice moved to establish a special revenue fund for the American Rescue Plan (ARP) Funding, second by Potrament and carried.  Clerk reported that the city has received the 2021 payment $17671.45 with another allotment in the same amount to be received in 2022.

Anderson Brothers Construction submitted a bid for riprap at the lagoon in the amount of $7,800.00.  This is a qualified expenditure of ARP funds.  Stenquist moved to accept the bid and use ARP funds, second by Rice and carried.

Bank statement reviews will be completed by Rice and Potrament.

Fire Relief Association report from PERA shows that the association is fully funded.

Council reviewed the July 2021 City financial information.

Zondagh requests to purchase/order fencing materials to make necessary repairs to the lagoon fence.   This is a qualified expenditure of ARP funds.  Stenquist moved to accept the bid and use ARP funds, second by Potrament and carried.

Bid was submitted for new door/door repairs to Bulk Water Distribution building.   Olson will ask for second bid to install window instead of door.

Fire Department requests to sell the 1988 6.2 Diesel truck.  Potrament moved to advertise the truck for sale with the right of refusal, with bids to be opened at the October 13, 2021 council meeting, second by Rice and carried.

Other items discussed:  Burton fence repair; sports complex playground equipment; power cords for community center; road sealing and patching; Gazebo park water hydrant.

As there was no further business the council adjourned.
