LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, July 14, 2021, at 7:00 P.M.  The following persons were present: Mayor Mike Olson; Council members Kathy Bernstrom; John Stenquist, Bradley Rice and Faye Potrament.  Also, present Anna Jauhola, Kittson County Enterprise and Shannon Bowlin, Liquor Store Manager.

Stenquist moved to approve the June 9, 2021 Regular Meeting Minutes, second by Rice and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the July 2021 bills presented this night and any other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2021 Rates Fees & Appointments Schedule.  Potrament moved to approve the bills and the Appropriation to the Hometown Rodeo (pass through of $2,500 donation received for rodeo), second by Rice and carried.  An abstract of bills will be posted with the minutes and are available upon request to the clerk.

Mayor Olson presented a quote of $40,120.00 from Agassiz Asphalt to complete paving on the sections of streets that were damaged and removed to complete flood repairs from June 2020 flood.  Bernstrom moved to accept the quote, second by Rice and carried with Stenquist abstaining.

Potrament moved to authorize the Mayor and Clerk to apply for Local Government ARP Funding.

Council discussed 2022 budget and will review again in August.

Council reviewed the Liquor Store 2nd Quarter Financials with Manager, Bowlin.

Bowlin requested to purchase 12 barstools.  Bernstrom moved to allow the purchase with an amount not to exceed $2,300.00 and approve the sale of the used barstools at best offer, second by Potrament and carried.

Bowlin requested to purchase an updated safe. Bernstrom moved to allow the purchase of a safe with the amount not to exceed $1,000.00, second by Stenquist and carried.

Bernstrom moved to transfer $20,000.00 from the Liquor Store to the Community Center Debt Service fund and approve the loan payment to USDA in the amount of $19,435.00, second by Potrament and carried.

Council discussed Lancaster School proposal to expand the Sports Complex by adding a full size high school baseball field.  Olson will attend the next school board meeting.

Council reviewed the June 2021 City financial information.

Other items discussed:  rocks on Washington Street; culvert in ditch between city property and Joyce Glad; fire department dumpster; compost pile; bulk water are remodel and Burton fence repair.

Stenquist moved to allow the purchase of a Ford F250 by the fire department, second by Rice and carried.

As there was no further business the council adjourned.
