LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, November 10, 2021, at 7:00 P.M.  The following persons were present: Mayor Mike Olson; Council members Kathy Bernstrom, Faye Potrament and John Stenquist.  Absent Brad Rice.  Also, present Anna Jauhola, Kittson County Enterprise.

Bernstrom moved to approve the October 13, 2021 Meeting Minutes, second by Stenquist and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the November 2021 bills presented and other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2021 Rates Fees & Appointments Schedule.  Stenquist moved to approve the bills, second by Potrament and carried.  An abstract of bills will be posted with the minutes and are available upon request.

Council discussed 2022 payroll options.  Stenquist moved to approve a 1.25% COLA increase to all steps; give all eligible employees a step; increase the starting pay for cleaning and limited parttime maintenance employees to $14.50/hour; .5% increase in all job classifications for steps 6-12 and implement longevity pay for employees as follows: (16-19 years of service-1%; 20-23 years 2%; 24-27 years 3% and 28 plus years 4%) effective for hours worked January 1, 2022 and after, second by Potrament and carried.

Council discussed the 2022 employee health insurance and that the quoted monthly rate is $606.43 per month.  Stenquist moved to pay $606.43 per month effective for the health insurance payment due December 2021 for January 2022 coverage, second by Bernstrom and carried

Bernstrom moved to issue a 3.2 off-sale liquor license to Bernstrom Oil Company for the period of January 1, 2022 through December 31, 2022, pending receipt of Bernstrom’s Liquor Liability insurance certificate; and allow clerk and mayor to sign documents, second by Stenquist and carried.

Potrament moved to adopt Resolution 2021-3 Designating Polling Place for City of Lancaster as the Kittson County Courthouse, second by Bernstrom and carried.

Council discussed Family Medical Leave Policy, tabled.

Council reviewed the October 2021 City financial information.

Other items discussed:  street sealing & patching.

Council discussed options for snow removal as the new payloader delivery date is delayed.  Bernstrom moved to rent a John Deere payloader from RDO Equipment; delivery/pickup fee of $1700 and $50.00/machine hour; second by Potrament and carried.

Bernstrom moved to request a $1,000.00 donation from the American Legion #214 Gambling Fund for Fire Department equipment and turnout gear, second by Stenquist and carried.

Council discussed Final 2022 budget.  Bernstrom moved to set the 2022 Final General Fund levy at $110,000.00, second by Potrament and carried.
