 LANCASTER CITY COUNCIL PROCEEDINGS

The Lancaster City Council met for its Regular Meeting on Wednesday, September 8, 2021, at 7:00 P.M.  The following persons were present: Mayor Mike Olson; Council members Kathy Bernstrom, Faye Potrament and Brad Rice.  Absent John Stenquist.  Also, present Anna Jauhola, Kittson County Enterprise.

Bernstrom moved to approve the August 11, 2021 Meeting Minutes, second by Potrament and carried.  A copy of the Minutes will be posted at the Lancaster City Hall and U.S. Post Office and available upon request to the clerk.

The council reviewed the September 2021 bills presented this night and any other bills that have been paid prior to this meeting to avoid late payments, receive discounts & meet payroll and all payroll expenses as approved in the 2021 Rates Fees & Appointments Schedule.  Potrament moved to approve the bills, second by Rice and carried.  An abstract of bills will be posted with the minutes and are available upon request.

Council discussed possible uses of the American Rescue Plan (ARP)

Bernstrom moved to share ½ of the cost of agrilime for the sports complex with the school, second by Rice and carried.

Potrament moved to accept the AED from Kittson County Emergency Services and allow the purchase of an AED cabinet with a cost not to exceed $200.00, second by Bernstrom and carried.

Council discussed Flood/Hazard Mitigation grant program that Scot Olson, Kittson Co. Emergency Services Office is suggesting the city might want to pursue mitigation due to the flooding situation that occurred on the south side of town and in the PodCo area in 2020.  Olson will submit a notice of interest to FEMA as directed by Olson.  Council discussed various ways to implement the mitigation and also if the culvert issue along the Glad-City property could be a part of this project.

Rice moved to submit a Road Closure Application to Kittson County for Fall Festival October 23 and cleanup morning of October 24, 2021, second by Potrament and carried.

Mayor set Liquor Store Inventory for October 1, 2021 at 6:30AM.

Council reviewed the August 2021 City financial information.

Other items discussed:  Burton fence repair; sports complex playground equipment group and estimated date of payloader delivery.

Bernstrom moved to have Olson proceed with the purchase of the 3 power cords needed to power the Community Center by generator, second by Potrament and carried.

Potrament moved to contract for clipping of the city lots in the southern side of the Lancaster Addition to Lancaster (new addition); second by Bernstrom and carried.

Rice moved to accept the delinquent garbage accounts submitted by Anderson Sanitation as presented and place the delinquent bills on the 2022 property tax rolls, second by Potrament and carried.

As there was no further business the council adjourned.
